License alone, or the voter-card fallback

What carries the file when there is no return to lead with? Since the August 3, 2026 emergency amendment, a driver's license or other DMV-issued identification carries the base set on its own, and the fallback is a voter identification card plus one other proof.
In place of the income tax return, 19 RCNY 62-06(b) as amended on August 3, 2026 accepts a driver's license or other DMV-issued identification on its own. What if neither a return nor DMV identification exists? The fallback is both of the following: a voter identification card, and one other proof that the property is the primary residence. Before the amendment, the department asked for any two of license, voter registration, and utility bills; the amendment is a relaxation, and a file built to the old standard still satisfies the new one.
Why these records?
Each one is a record somebody else keeps about where a person lives. A license is issued by the state against an address the holder gave it. A voter registration ties a person to an election district. A utility account follows service at a physical unit. None of them is an opinion, which is the entire point.
What does a conflict look like?
- A license carrying a different address.
- A voter registration in another county or another state.
- Residency-based benefits received somewhere else. DOF names receipt of residency-based benefits as one of its residency indicators.
- Bills in a name that appears nowhere else in the file.
A conflict is not automatically fatal. It is a question, and the file has to answer it with documents rather than assertions. Where a record genuinely points at another address, what is the right response? Document the facts as they are and rely on the criterion that actually fits; do not make the paper say something the life does not.

If the qualifying resident is a tenant, a family member, or one of the people behind an LLC or a trust, the license, the registration, and the bills belong to that person.
